OSHA's Process Safety Management standard (29 CFR 1910.119) was enacted in 1992 in response to catastrophic industrial accidents that killed workers and devastated communities. It establishes a comprehensive regulatory framework for facilities that handle highly hazardous chemicals above specified threshold quantities.
The standard applies to a broad range of industries — chemical manufacturing, petroleum refining, paper mills, agricultural chemical storage, and many others. Covered facilities must implement a 14-element program designed to prevent the unintentional release of hazardous chemicals.
Non-compliance carries significant consequences: OSHA penalties up to $156,259 per willful violation, civil litigation exposure, and most importantly, preventable worker deaths and injuries.
